Rule
Book Additions and Amendments (effective 2002 racing season)
In
order for a driver to protest another car he/she must have raced at least 50%
of the race season prior to the day of the protest in the car he/she raced that
day.
In
the case of A & B drivers of the same car being tied for points the driver that
had the fastest time in that year will be considered the A driver.
The
first 4 workbees each person attends will be worth 25 points each. The next 2
will be worth 50 points each. No race day points will be awarded to a driver that
has not completed at least 1 workbee. A driver that has not attended a workbee
will still be encouraged to race and be eligible for race day trophies and all
other rights but will not receive race day points. All other drivers will receive
their points as though the offending driver had received points.
- Track Officials
are the Flagman, Pit Boss, Pit Runners, President and Executive. Flagman, Pit
Boss and Pit Runners will be introduced at the pit meeting.
- Track Officials
reserve the right to enforce any rule so listed in this rule book and in the constitution
and to interpret these rules for the benefit of safety and furtherance of a good
racing program. The Executive may impose additional rules that may be necessary
for the promotion of safety and good racing.
- Track Officials
reserve the right to consolidate or modify the schedule of races if conditions
warrant doing so.
- All persons in
pit area must be paid members of the T.S.C.A., a current member of another recognized
racing association, or authorized by Track Officials. NO UNAUTHORIZED PEOPLE ALLOWED

- All drivers must
have a driver’s license or learner’s license.
- Members under
19 years of age must have all necessary waivers, etc., completed and handed in
as required. No one under 14 years of age is allowed in the pit area.
- All persons in
the pit area must have a pit pass displayed in an obvious place on his/her person
and have signed a liability release form at the pit board. Drivers are responsible
for all members of their pit crew. Hot-lapping will not be allowed until all waivers
are signed. Failure to do so may result in all drivers of that car losing any
points earned that raceday.
- There will be
only 4 people per car allowed in the pit area unless the car has a "C" class driver
in which case there may be 5 people for that car.
- Track Officials
reserve the right to reject any person applying for pit entry or to refund pit
fees or to eject any person whatsoever from the pit area.
- Track personnel
will not be subjected to any abuse or improper language at any time. Anyone violating
this rule will have his/her car parked and will be ejected from the track property
and may have their membership revoked if deemed necessary by the Track Officials.
- Anyone acting
in any way to the detriment of the Track, Club, or racing in general will not
be allowed on the track property.
- Anyone in the
pit area drinking any alcoholic beverages or using any type of stimulating or
tranquilizing drug, or who shows evidence of having done so, will be forced to
leave the premises immediately. No alcoholic beverages to be consumed until 30
minutes after the final race is over. Violation of this rule may lead to drivers
and cars being suspended.
- All pit crew
must wear clean 1 piece coveralls or an approved car uniform. Drivers must wear
approved driving suits or Proban or Nomex coveralls. Driving shoes and driving
gloves are recommended. All persons in the pit area are to remain fully clothed
at all times or may be ejected from the pit area.
- All drivers and
pit members present are required to attend pit meeting when called. All engines
must be shut off during the pit meeting.
- The Pit Boss
is in charge of all cars while in the pits. Once on the track they are under the
Flagman's direction until returning to the pits again.
- Cars entering
and leaving the pit area will do so only as directed and by the designated entrance
or exit. Cars entering the pit area must proceed directly to their pit and not
stop in the pit driveway.
- Speeding or spinning
of tires in the pit area, doing unnecessary damage to the track, not handing the
flag back to the Flagman in a sportsman-like manner, smoking of tires in front
of stands, etc., will not be tolerated and may be considered a serious offense.
Violators may have their car parked for that race day and may be suspended from
further racing.
- Any driver ignoring
a black flag may receive a 1-day suspension and lose all points earned for that
day.
- The pit gate
will only be open at certain times, with the permission of the Pit Boss and Flagman.
Any cars or persons crossing the track unless directed to do so by the Pit Boss
or Flagman may be suspended from remaining in, or returning to the pit area. Anyone
wishing to leave the pit area before the completion of the race day must have
special permission from the Pit Boss.
- For the purpose
of time-ins, the race day will be officially started at the advertised time of
the time-ins. Anyone arriving after that time will be considered late and may
not be allowed to time in. If allowed to time in they will not be given any warm-up
or practice time or extra laps.
- Cars are allowed
1 time-in per driver and no re-times will be allowed for any reason. Cars will
be timed for 2 laps and the faster time will be considered official. Cars may
be entitled to 1 warm-up lap if time permits. Cars failing to time in on the first
attempt may be allowed to re-time after all other cars are finished, if time permits.
- If more than
1 car times in with an identical time, the first car timing in at that time will
be considered to be the faster car for the purposes of line-ups, etc.
- Drivers must
alert themselves and read the pit board so as to be ready when called upon to
line-up for their race. If a driver is not there when called, they will lose their
position for that race. Races will not be held up waiting for cars to get to the
line.
- The car in pole
position is responsible for starting the race at a pace consistent with maintaining
a proper formation of the cars in the rear of the field.
- The race is considered
started when the green flag is dropped. Cars may immediately attempt to overtake
competitors even though all the cars may not have yet crossed the starting line.
- Restarts:
a) Any car "spinning out", or if there is an accident, on the first lap
of a race, will result in a restart. This restart will have all cars lined up
in original position with no one being penalized. There will be only 1 "original
line-up" restart per race.
b) In case of a red flag stoppage, all cars will line up single file on
the back straight in the order they crossed the start/finish line according to
the last completed lap sheet. Drivers must remain buckled in their car. The car/cars
causing the red flag will be lined up at the back of the pack.
c) When a red or yellow flag is shown, competitors must immediately slow
down at a rate so as not to "cut off" another car or cause another car to "rearend"
theirs. There will be no racing to the red or yellow flag as cars are restarted
in the order they crossed the start/finish line on the previous lap.
d) In the event of a red flag, no cars may have repairs or adjustments
done to them while remaining on the track. Refueling and engine cooling will not
be allowed while the car is on the track. Tire changing must be done in the pits.
Cars entering the pits during the race stoppage may return to track with the Pit
Boss's permission and will restart at the back of the field.
e) No pit person or non-official will be allowed on the track, infield,
track exit or entrance during any race event, including red flag condition unless
granted permission from the Pit Boss.
- Cars entering
the pit area during a race may be allowed back on the track only with the Pit
Boss's permission and must obey the pit speed limit (walking speed).
- Any car running
off the track while racing may be warned or black flagged.
- Unnecessary or
deliberate bumping or blocking may result in a warning or disqualification of
the cars involved.
- In the event
of a car stopping on the track or leaving the track during a race, the race will
be stopped at the discretion of the Flagman. Cars assisted onto the track may
continue the race at the back of the field if the car is deemed to be mechanically
sound (Pit Boss's discretion).
- After a car has
been involved in a major accident and repairs are done, the driver may request
a maximum of 3 laps, 1 time only, to determine if the car is fit to race. This
is up to the Pit Boss's discretion.
- All rookie drivers
must do at least 20 laps under the supervision of a Track Official before entering
a scheduled race. Rookies must start at the back of the race line-up for 1 full
race day, with the option of starting at the back for a maximum of 5 race days.
A driver will be considered to be a rookie the following year if they have raced
2 or less race days.
- Tow vehicles
and trailers are to be parked in designated pit areas. Only 1 vehicle allowed
in pits per race car. Vehicles that block the view of the track (i.e. campers,
etc) will not be permitted in the pits.
- Visiting or new
cars must be a proven member of a recognized racing association before they will
be allowed to race. Visiting or new cars are allowed 1 race meet before they must
comply with T.S.C.A. rules (invitational events exempt). Safety rules will not
be compromised at any time.
- Drivers must
have raced at least 3 race days in that class, in that season in order to qualify
for a major trophy.
- In order for
a driver to race in and win the Memorial Race they must have raced in at least
50% of the scheduled races prior to Memorial Day in that class and must be a resident
member of the T.S.C.A.
- In the event
of rain, etc., cancellation of a race or race day will be decided by the Track
Officials.
- All car numbers
must be registered with the club. Numbers which may never be used are 9, 37, 89,
717, 718 .
- All major trophies
must remain in the area subject to Club approval.
- SUBSTITUTE DRIVERS
(per resolution passed at June 3/99 General Meeting) Each driver is allowed only
3 subs during a season including work bee subs. A driver may only have a sub in
the car that he/she would normally have raced in. A driver racing in “A” may not
sub for his/her partner in “B” or vise versa. You must find another driver. This
would also apply to a “C” driver-she would not be able to drive for her “A” or
“B” partners if she is running in “C” that day. If she chose not to race in “C”
that day then she would be allowed to race for her partners. If there is a “scenario”
that is not covered by the above resolution, it is to be discussed and ruled on
at the track at that time by the full executive. If time does not allow for discussion,
then the “scenario” will not be allowed and it will be discussed and ruled on
at the next general meeting.
